Huch have with Translate incorrect Parameterreihenfolge.

Must it heissen:
proc _filename

    parameters s$
    declare p&
    s$:=translate $(s$,,/)
    p&:=instr(/,s$)

    while p&

        s$:=del$(s$,1,p&)
        p&:=instr(/,s$)

    wend

    return s$

endproc
